Can you deploy your baton if knocked over? Do you have to look down to put your gear on or can you do it without looking? Can you remove and replace items without looking down? Can you get to all your items with either hand? Do you ever have your partner, or someone, try to take something from your rig so you can practice retention? (If you don't, then you should!) But here's my get up, from left to right, lol! First I would like to say, my waist is small, so I have no choice but to have items on my back (if thats your case, then just choose wisely what you put back there!) I have no open spaces from one side of my buckle to the other. (For me to carry a Taser, I have to wear a thigh rig!) I prefer leather, but I don't wear it here. Sometimes, I ride a bike on patrol, so canvas is the more comfortable and flexable choice but my regular belt underneath is basketweave leather (which really do stand the test of time). My belt is a canvas No Crush Sam Browne with a "grab resistant" buckle. (I've had it for years, and it is still sturdy almost like brand new.) Starting from the buckle and going left, lol...21" steel expanable ASP with foam grip (I'm a southpaw, but I'm totally comfortable using my support hand and using a cross draw.) with rotating scabbord. My baton usually faces my right but I can move it to sit in the truck or ride a bike. Next, Belt Keeper then My GUN, ha, in an Uncle Mikes Triple Retention Mirage Pro-3 holster, another belt keeper, then SureFire's G2 Nitrolon flashlight and molded canvas open top holder. My son bought me a Leatherman tool in a molded canvas case, which comes next, and let me tell ya, I use that thing alot! Next comes my canvas handcuff case where I keep my hinged S&W cuffs. In most situations, I speed cuff, plus my hands are small, so hinges are great. Belt Keeper. G&G Phoenix Advantage Plus radio case (most my canvas holders are of this brand). I never utilize detachable radio or baton cases becasue they can fall off in a fight or the bad guy can take them off and use it against you! Just a personal preference... Then 4.2 oz of Defense Tech's MK-4 10% Pepperfoam (foam only because its policy here). My key holder, which doubles as a belt keeper. Lastly, and we're right back to my belt buckle, my double mag holder which I prefer to wear sideways opening to the left... which makes sense being left handed and having to reload with my right... I also carry a S&W Gold Sheild Issue pocket knife in my right pocket (I'm pretty ambidextrius) which gets alot of use! Its only a single edge but I can deploy and put it back without a second glance and with only one hand. I also carry DynaMeds seat belt cutters and CPR microshield in my vest. I've recently been issued Point Blank's PACA level II vest. Its way lighter and thinner than my five year old plus First Choice. I don't know if I like it or not yet, lol. The covers are nylon, so it was a bit hotter feeling at first. It also doesn't stay tucked in well because the material is slippery. I like being able to pull my supplies out of the top, though, cell phone, seatbelt cutter, etc. I don't have room for a glove case, so gloves go right in my pocket, oh well... I've been digging Rocky footwear, they are designed to be used on hard surfaces for long periods of time. Even though I wear the shoe style, they are great in any weather, and we have snow up here. I've never had water seep into these things! I just cant fit them into the stirrups on my bike. I bought a pair of black work Sketchers last year (they look like a track shoe) and they work just fine. Somehow, I've postioned an ink pen, pen handcuff key, a notepad, a bus token, and some tickets, on me as well, lol. If anyone can tell my how to sneek some five fifty cord on me, let me know! LOL! You must work behind the walls of a prison. I didn't see any references to a Taser, baton or a gun holster. That being said, you've got a MUCH lighter belt than I have.
On my belt, from the buckle and moving left to right:

I have a holster for my back-up in my right cargo pocket (my BUG is a Glock 26)
I run the wire for my mic and earpiece up through my shirt so that they are not exposed for inmates to f*ck with.
Question: in your dept., are you allowed to set the belt up however you choose or do they tell you what order they want everything in?
